What is Assembly Bill 2801?
AB 2801 introduces new security deposit regulations in California, requiring property managers to provide clear, photographic documentation of a rental unit's condition before and after a resident moves out. The goal? Greater transparency in security deposit deductions and fewer disputes.

When does CA AB 2801 take effect?
The California Assembly Bill has two phases: the first phase takes place on April 1, 2025, and focuses on the move-out process, while the second phase occurs on July 1, 2025, concentrating on the move-in process.
At Move-Out: Beginning April 1, 2025
✅ The property manager or agent must take photos after the unit is returned but before any repairs or cleaning is done.
✅ The property manager or agent must take photos after repairs or cleaning are done.
✅ The property manager or agent must itemize these photos and send them to the resident if there have been any deductions from the security deposit.
At Move-In: Beginning July 1, 2025
✅ The property manager or agent must take photos before or at the start of a new tenancy.
